By decision of the Ministry of Finance and the Ministry of higher and secondary special education (registration number 2019-y.) The rules for providing paid-contract material assistance to students who have completed their full-time military service in the Armed Forces of the Republic of Uzbekistan and are enrolled in higher education institutions are approved by the Youth Union of Uzbekistan.
      Material assistance consists in the payment of 35% of the contract amount by the Youth Union, the remaining 65% must be paid on time by the student himself.
     To assist students who have completed their full-time military service and are admitted to The Bachelor’s degree on a fee-contract basis. This requires a recommendation for study from the command of military units and an active participation of the student in the activities of the initial Organization of the Youth Union. Those registered under an additional increased contract (called a”supercontract”) receive this right from the 2nd academic year.
    Preparation for the consideration of the issue of material assistance begins every year until February 1 by the initial Organization of the Council of the Youth Union at the University. The corresponding list of students and information about the indicators of study and discipline are formed. Until February 20, students can apply for a Matt-help application. The Council of the Youth Union will review the applications and make a decision on March 1-5.
    This takes into account the indicators of the previous school year (in relation to students of the 1st Year – indicators of the first semester of this year):
     Activity of student participation in the activities of the Youth Union;
compliance with internal rules (reproaches published by the rector for non-compliance with these rules are taken into account, except for reproaches for the loss of a student certificate or rating book);
     Academic performance (at least 71% of the arithmetic average in all subjects).
     This issue is addressed at the Youth Union Council meeting, if it has at least 2/3 of its members. A decision may be made on the recommendation of the student to provide material assistance or a reasonable refusal (the reasons must be indicated in the minutes of the meeting). The decision made is valid only for the current academic year.
   Copies of the minutes of the meeting signed by the head of the Youth Union Council and all its members are sent to the youth university and Union of Uzbekistan within 3 working days with the addition of a list of recommended students.
     The Central Council of the Union of youth of Uzbekistan will consider the recommendations and make a decision within 15 working days. The decision made will be sent to the Council of the University and the Youth Union. Then, within 10 bank days, the relevant funds are transferred to the University’s personal Treasury account.
