About the procedure for admission of students to the bachelor's degree of higher educational institutions
Chapter 1. General rules
1. This Regulation regulates the procedure for admission of students to the bachelor’s degree of higher education institutions of the Republic of Uzbekistan in accordance with the laws of the Republic of Uzbekistan “On Education” and “On the National Program of Personnel Training”. defines.
This Regulation does not apply to military educational institutions.
2. Higher education institutions carry out admissions in accordance with admission quotas on the basis of state grants and payment contracts approved by the relevant decision of the President of the Republic of Uzbekistan or the Cabinet of Ministers.
3. Admission of students to higher educational institutions. Rating of points collected according to the results of tests by the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan (hereinafter referred to as the State Commission). is carried out according to the system.
Admission of applicants within the admission quotas and outside the admission quotas on the basis of the payment contract approved by the relevant decision of the President of the Republic of Uzbekistan or the Cabinet of Ministers is carried out by the State Commission in the manner specified in this Regulation.
Admission to higher education institutions is carried out on the basis of equal rights for all (both grants and fee-contract), uniform admission rules and uniform selection. the right to be admitted in line is ensured. The rest of the applicants have the right to be accepted within the payment-contract quotas established on the basis of the test score rating.
The competition is held separately for each higher education institution according to the educational directions, languages and forms of teaching. In the case of approval of the target admission quotas in the section of regions for certain directions, the competition will be held separately for each region. Applicants who participated in the targeted admission competition and were not accepted on the basis of a state grant will participate in the competition within the framework of the general payment-contract with the test scores they have collected in this field of education.

Tests are conducted by the State Test Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter referred to as the State Test Center).

The Council of Ministers of the Republic of Karakalpakstan, governorates of regions and Tashkent city, and rectors of higher educational institutions provide the necessary conditions for conducting tests on-site.
4. Tests are conducted in three languages – Uzbek, Russian, Karakalpak languages in higher educational institutions in the territory of the Republic of Karakalpakstan.
The language of instruction in the fields of education at the higher educational institution is determined by the ministries and agencies and approved by the State Commission within the framework of the admission quotas approved by the relevant decision of the President of the Republic of Uzbekistan or the Cabinet of Ministers.
The applicant passes the tests and the professional (creative) exam in the language of study at the higher education institution. In this case, the applicant who has applied to the Uzbek groups has the right to take the tests in the Uzbek language in the Latin or Cyrillic alphabet based on his application.
The list of educational areas of higher education institutions of the Republic of Uzbekistan and the complex of subjects corresponding to them according to the test is developed by the State Test Center and the Ministry of Higher and Secondary Special Education and approved by the State Commission .
The applicant takes a test in one of English, German, French as foreign languages. The applicant can take the test in any foreign language (English, German, French) regardless of the foreign language studied.
If general secondary education (on the basis of 11th grade), secondary special, vocational education institution, other foreign languages are taught without English, German or French, a test in this foreign language Instead, an exam will be given according to the multi-point system.
Additional professional (creative) exams are held along with tests in some areas of higher education. The list of educational areas for which professional (creative) examinations are held is developed by the State Test Center and the Ministry of Higher and Secondary Special Education on the basis of the proposals of the ministries and agencies that have higher education institutions under their jurisdiction, and the State approved by the commission. Ushbu ta’lim yo‘nalishlariga arizalar ko‘rsatilgan tillarda o‘rta ta’lim muassasasini tugatgan abiturientlar yoki ko‘rsatilgan tillarda umumiy o‘rta ta’lim muassasasini tugatib, akademik litsey (kasb-hunar kolleji) diplomiga ega bo‘lgan abiturientlardan qabul qilinadi. Kasbiy (ijodiy) imtihonlar, ko‘p balli imtihon baholari va Davlat komissiyasi tasdiqlagan test sinovlari natijalarining umumiy yig‘indisi shaxsan oliy ta’lim muassasasi rektori tomonidan tasdiqlanadi.
6. Umumiy o‘rta ta’lim (11-sinf negizida), o‘rta maxsus, kasb-hunar ta’lim muassasalarida ispan, arab, fors, dari, hind, urdu, xitoy, koreys, uyg‘ur, italyan, yapon tilini (ingliz, nemis va fransuz tillari o‘qitilmagan holda) chet tili sifatida o‘qigan abiturientlar mazkur tildan ko‘p balli baho tizimi bo‘yicha imtihon topshiradilar, qolgan fanlar bo‘yicha esa test sinovlaridan o‘tadilar.
5. General secondary education (on the basis of 11th grade), Spanish, Arabic, Persian, Dari, Hindi, Urdu, Chinese, Korean, Uyghur, Italian, along with Japanese, English, German and French are also taught (when these subjects are included in the application (certificate) of the applicant’s diploma), based on the applicant’s application, he/she can learn a foreign language in the form of a test or Spanish, Arabic, Persian, Dari, Hindi, Urdu, Chinese, Korean, Uyghur, Italian, Japanese will pass the exam according to the multi-point evaluation system.
This rule does not apply to applicants who enter studies in the field of Romano-Germanic philology (English, German and French philology).

7. Vocational (creative) and multi-score exams in higher education institutions are carried out in accordance with the procedure specified in Annexes 1 and 2.
8. Admission of blind applicants to higher education institutions is carried out according to the procedure specified in Appendix 3.
9. Admission to the 3-year “Higher Nursing” educational course organized in higher medical institutions of the republic is carried out only on the basis of secondary special, professional medical education (nursing, midwifery and paramedic). Additional professional (creative) exams are held along with tests in this area.
10. Admission to the educational courses of the special part-time department established within the higher educational institutions is only subject to secondary special, vocational education and at least three years of practical work in accordance with the relevant or similar educational course. it is carried out at the expense of personnel who have experience and have received a recommendation from the field of work.
Within higher education institutions, admission to educational courses with approved target admission quotas is carried out only at the expense of entrants who live in the relevant region and have a diploma issued by secondary special and vocational educational institutions of the region.
Chapter 2. Reception of foreign citizens
11. Admission of foreign nationals to higher educational institutions according to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan “On improving the procedure of admission and training of foreign nationals to educational institutions of the Republic of Uzbekistan” dated August 4, 2008 169 – will be implemented on the basis of international agreements of the Republic of Uzbekistan.
Sending citizens of the Republic to study in foreign higher education institutions is carried out on the basis of interstate agreements and the relevant decision of the State Commission, agreements between higher education institutions and the initiative of citizens.
